SBVBC League Policies
(Effective: Winter 2010)

REGISTRATION FOR LEAGUE: 3 Easy Steps

1) E-mail your registration form to the league director.  Registration forms are available via e-mail from the league director or through SBVBC’s website.  Registration forms must be complete with 6 players.  Completed registration forms will be accepted on a first come, first serve basis.  Incomplete rosters will not be accepted.

2) Pay your team registration fee.  On the first night of league play, bring a check written out to the amount and organization as indicated on the registration form. Cash payments and/or individual payments will not be accepted.  Teams without payment on the first night will not be allowed to play.

3) Sign the registration form.  On the first night of league play, the league director will have available a printed registration form which was e-mailed earlier.  All players must sign the registration form before participating in play.

LEAGUE PLAY AND FORMAT

1) During regular league play, each team will play two matches and officiate one match.  Each match consists of two sets 0-25 points capped at 27 points.  SBVBC league subscribes to USVBA officiating guidelines (2007 rules), the same as NAGVA.

2) All matches will start according the times indicated by the league director.  Teams who are not present at the start of play will be penalized with a set loss—this includes officiating teams as well. 

3) End of season play off schedule and format will be as indicated by the league director.

PLAYER RATINGS

1) SBVBC subscribes to the NAGVA rating system.  In order to maintain a level of fairness and equal competitiveness, all teams must adhere to the rated-player policy as indicated by the league director and/or current season registration form.  For example: a team may play with a maximum of four A-rated players.  Below is a description of current NAGVA ratings referenced from their rules and regulations:

a. AA: Any player who consistently displays the advanced ability in all specialty area along with top caliber development and execution of skills and who does not meet the criteria for any lower rating.

b. A: Any player who consistently displays advanced ability in either offensive skills (spiking, serving, setting) or defensive skills (passing, digging, blocking) to compete as a specialist and has sufficient ability to execute the dynamics of power volleyball.  Also, player does not meet the guidelines for any higher rating.

c. BB: Any player who consistently displays intermediate ability in two or more specialty areas, but does not meet the guidelines for any higher rating.

d. B: Any player who does not meet the guideline for any of the other ratings.

2) Non-Rated players will be given a provisional rating on the first night of league play as indicated by the league director, and then be given an SBVBC rating no later than the second week or instance of league play.  Player ratings will be decided by participating team captains as indicated by the league director.  For example: the league director will ask an odd number of captains to rate a player, and document the rating on that particular team’s roster. This rating shall remain for the duration of that season. It is the league director’s discretion to re-rate the player at the commencement of following seasons (if the player has not yet achieved a NAGVA rating).

3) Teams violating the rated-player policy will be penalized with a set loss according to the number of sets played in violation.  For example: a team playing with an ineligible player for two sets will receive two set losses

PLAYER SUBSTITUTIONS

1) Teams may bring in substitute players who were not originally registered to play at the beginning of the season as long as it is with in the rated-player policies indicated by the league director. 

2) Teams bringing in a non-rated substitute must identify that individual to the league director prior to the commencement of play and challenging team captains before play starts.  That player will be given a provisional rating after the first match, and an SBVBC rating no later than the end of the night after being observed by non-challenging team captains.  If a particular substitute is given a rating which makes him/her ineligible to play, the sets played with that player will be counted as losses.  

3) A team may only play with a maximum of 3 substitutions on any given league night (including play-off night). 

4) Player substitutions and ratings will be documented on all team rosters by the league director. It is the team captain’s (or other delegate) responsibility to contact the league director prior to commencement of play – the substitute must sign the team roster.

5) Substitute players are documented as substitute players and will be considered substitutes and not paid team members.

6) Borrowing players from other teams will NOT be permitted at any time. If it is found that a team has shared players, the team requesting the shared sub will be penalized with a loss for the number of sets played with the improper sub.

MAINTAINING YOUR TEAM ROSTER FOR PLAY-OFFS

1) It is the responsibility of the team or team captain to inform the league director of player substitutions so that it can be documented on the team roster. 

2) Teams may use their substitutes in league play-offs only if they have played at least two nights with that team during regular league play, and as long as it does not violate the rate-player policy.
